The London Development Agency (LDA) is the Mayor's agency responsible for driving London's sustainable economic growth, and it's our job to ensure that London remains a global success story - in the next year, the next decade and in the next century. We work to deliver the Mayor's vision for London to be a sustainable world city with strong, long-term economic growth, social inclusion and active environmental improvement.
The role
You will lead a small team within Design, Development & Environment group directorate that works with others to develop innovative and deliverable investment propositions consistent with the Mayor’s Economic Development Strategy and the London Development Agency’s Investment Strategy with particular reference to the LDA’s Regeneration and Climate Change business plans. The post reports to the Director of Design, Strategy & Planning.
With tightening public expenditure constraints, your role will be to work with senior managers and specialist teams to advise on how best to optimise LDA public investment alongside other public funding (e.g. local authority, Homes & Communities Agency (HCA), government & EU), drawing where possible on private sector investment. Working with colleagues from finance, procurement and legal teams to ensure that proposals are deliverable, compliant, offer value for money and accurately identify risks and liabilities, you will contribute to ensuring that investment propositions put forward are robust and can be appropriately marketed to attract the interest of funders and investors. Additionally, you will participate in corporate initiatives and in developing joint ventures with external agencies notably the HCA and local authorities. The role will involve the design and development of new and innovative investment models and the ownership and maintenance of existing investment impact models and data sets.
In summary the success of the role will be supporting teams to:
• achieve more with less investment resources;
• raise the quality and rigour of business cases;
• provide compelling evidence of prospective regeneration impact.
The person
You will have a degree in economics or equivalent experience in a relevant discipline, as well as extensive experience in developing and evaluating public and private investment proposals. You will need a strong grasp of the governing rules, concepts and practicalities driving public and private investment, particularly in relation to physical regeneration and development. Already an expert in financial modelling, you will be able to point to your successes in presenting compelling investment propositions. This includes the capacity to clearly express complex subject matter and to produce and present cogent reports and accurate data analysis. You will be able to motivate and effectively manage a small team and work well across multi disciplinary project teams.
